Planning and Policy Analysis

The Planning and Policy Analysis Department was established to enhance the coordination of policy and planning function of the Ministry of Internal Affairs. The department coordinates and provides technical back up to institutions to ensure that MoIA policies and plans are developed, harmonised and implemented in accordance to the government of Uganda policies, laws, and procedures, to achieve the overall vision and mission of the Ministry and attainment of NDPII objectives, Vision 2040, and Sustainable Development Goals.

This is achieved through the following result areas:

Planning, Budgeting and Reporting
• Development and Review of the Ministry’s Strategic Plan
• Preparation of Ministerial Policy Statement
• Preparation of Budget estimates and annual work plans
Policy Development and Analysis:
• Analyse other national policies and how they impact on internal policy
• Liaison with Permanent secretary and Undersecretary reviewing cabinet papers related to policy issues
Monitoring and Evaluation:
• Monitoring of Ministry programmes, projects and activities.
• Annual performance Review
• Quarterly and annual Reporting
Research
• Maintain statistical data for the Ministry
• Conduct research on tropical issues related to enhancing Ministry service delivery
Project development, appraisal and advisory
• Lead in Public Investment Projects (PIP) identification and development coordination
• Support private public partnership (PPP) formulation
• Support project appraisals
