1. Our Services

The following are the services carried out by the Bureau with respect to the NGO Bureau regulations:

i) Registration of NGOs
Any person or group of persons incorporated as an organization under the companies Act / Trustees Incorporation Act and those that fall in the definition of the Organisation
under the Act, shall register with the Bureau. There are five types of NGO definitions that are used in Uganda. That is:
1) An indigenous NGO
This refers to an NGO that is wholly controlled by Ugandan citizens.
a. How to register a new Indigenous NGO (First time registration)
• Application for registration of the organization with the Bureau is done by filling in FORM A (Application for registration) which should be signed by at least 2 founder members;
• A letter addressed to the Executive Director NGO Bureau addressing the application to register the organization as an NGO;
• A certified copy of a certificate of incorporation;
• A copy of the organization’s constitution or governing documents;
• A chart showing the governance structure of the organization. This should match with all other governing documents of the organization;
• Proof of payment of the prescribed fee ... i.e. 100,000 Uganda shillings for certificate of registration. 60,000 Uganda shillings per year for NGO permit (The minimum number of years
to pay for is ONE and maximum is FIVE);
• Work plan and budget: - These should match the number of years being requested for on the NGO permit;
• Copies of valid identification document and passport sized photographs for at least two founder members;
• A copy of minutes and resolutions of the members authorizing the organization to register with the Bureau;
• A source of funding of the activities of the organization;
• A statement complying with section 45 of the act;
• A recommendation from: -
i. District Non- Governmental Organizations Monitoring Committee (LCI, LCII, LCIII and RDC) where the headquarters are located.
ii. The responsible ministry or ministries or a government department or agency.

NB.
 Failure to attach any of the above documents, neither the NGO permit nor the NGO certificate will be issued to the organization.
 Compile all the above in a spring file and submit to the NGO Bureau. On submission with all requirements, a receiving slip will be issued to the client which will be presented on the date
for picking as indicated.

 On the day of picking, ONLY a member who appears as a founder/promoter of that NGO is allowed to pick either an NGO permit or certificate upon proof with any form of identification.
However, any other person may be allowed to pick the NGO certificate and permit ONLY IF they are authorized in writing by the organization’s promoters/ founders.

b. Application and Renewing NGO permit of operation for an indigenous NGO.
An organization shall upon registration apply to the Bureau for a permit. This application is done by filling in FORM D (Application for permit).
An organization shall apply to the Bureau for the renewal of a permit within 6 months before expiry of the permit. The application for renewal is done by filling in FORM H (Renewal of Permit)
and be accompanied by: -
• A photocopy of the previous NGO permit.
• A letter addressed to the Executive director of the NGO Bureau requesting for renewal of your organizational permit clearly specifying the desired number of years.
• Audited financial statements of the previous year.
• Minutes of the last meeting approving the renewal of the organizational permit.
• Work plan and budget: - These should match the number of years being requested for renewal.
• Annual report of the previous year
• Photocopies of identification documents and passport sized photographs of at least two promoters.
• A certified copy of the certificate of incorporation if the organization is newly incorporated and a photocopy for those organisations incorporated at the time of registration.
• Proof of payment of the prescribed fees... i.e. 100,000 Uganda shillings for certificate of registration (if certificate wasn’t given at time of registration.) 60,000 Uganda shillings
per year for
NGO permit (The minimum number of years to pay for is ONE and maximum is FIVE).

2) A regional NGO
This refers to an NGO having its original incorporation with one of the states of the East African Community (EAC) which is partially or wholly controlled by citizens of one or more
partner states of the East African Community but operating in Uganda under the authority of a permit issued by the Bureau.
NB:
The procedures for registration and for the application or renewal of a permit of a regional NGO are the same as those of an indigenous NGO.

3) A continental NGO
A continental NGO means an organization that has its original incorporation in any African country EXCEPT the Partner States of the East African Community, and is partially or wholly
controlled by citizens of one or more African countries.
a. How to register a new Continental NGO (First time registration)
Application for the registration of a continental NGO is done by filling in FORM N (Application for registration of organization incorporated outside Uganda). The application will be accompanied by: -
• Write a letter addressed to the Executive director of the NGO Bureau requesting for registration of your NGO clearly stating your objectives, desired area of operation, contact and physical address
and all information that is deemed useful by the NGO Bureau;
• A certified copy of a certificate of incorporation from the country of origin;
• A copy of the organization’s certified constitution or memorandum of association or governing documents;
• Work plan and budget: - These should match the number of years being requested for on the NGO permit;
• A certified copy of the resolution authorizing registration in Uganda;
• A certificate of good conduct of the signatories to the resolution or at least two board members of the organization;
• Curriculum vitae of at least two board members of the organization;
• An organizational chart or structure of the organization: - This should match with all other governing documents of the organization;
• Proof of payment of the prescribed fees... i.e. 260,000 Uganda shillings for certificate of registration (if certificate wasn’t given at time of registration). 400,000 Uganda shillings per year for
NGO permit (The minimum number of years to pay for is ONE and maximum is FIVE);
• Copies of valid identification document and passport sized photographs for at least two board members;
• A copy of minutes and resolutions of the members authorizing the organization to register with the Bureau;
• A statement complying with section 45 of the Act;
• A recommendation from: -
i. District Non- Governmental Organizations Monitoring Committee (LCI, LCII, LCIII and RDC) where the headquarters are located.
ii. The responsible ministry or ministries or a government department or agency.
iii. The ministry of foreign affairs in Uganda
iv. Their government or missions accredited to Uganda.

b. Application and Renewing NGO permit of operation for a Continental NGO.

    4) A foreign NGO
    A foreign NGO means an organization that does not have original incorporation in any country, and is partially or wholly controlled by citizens of other countries, other than the citizens
    of the Partner States of the East African Community, and is operating in Uganda under the authority of a permit issued by the Bureau.
    a. How to register a new Foreign NGO (First time registration)
    Application for registration of the organization with the Bureau is done by filling in FORM A (Application for registration) which should be signed by at least 2 founder members.
    The application will be accompanied by: -
    • Write a letter addressed to the Executive director of the NGO Bureau requesting for registration of your NGO clearly stating your objectives, desired area of operation, contact
    and physical address and all information that is deemed useful by the NGO Bureau.
    • A certified copy of a certificate of incorporation
    • A copy of the organization’s constitution or governing documents
    • Work plan and budget: - These should match the number of years being requested for on the NGO permit.
    • An organizational chart or structure of the organization: - This should match with all other governing documents of the organization.
    • Proof of payment of the prescribed fees... i.e. 520,000 Uganda shillings for certificate of registration. 400,000 Uganda shillings per year for NGO permit (The minimum number
    of years to pay for is ONE and maximum is FIVE)
    • Copies of valid identification document and passport sized photographs for at least two founder members.
    • A copy of minutes and resolutions of the members authorizing the organization to register with the Bureau.
    • A recommendation from
    i. District Non- Governmental Organizations Monitoring Committee (LCI, LCII, LCIII and RDC) where the headquarters are located.
    ii. The responsible ministry or ministries or a government department or agency.
    NB.

    However, any other person may be allowed to pick the NGO certificate and permit ONLY IF they are authorized in writing by the organization’s promoters.

    b. Application and Renewing NGO permit of operation for a Foreign NGO.
    An organization shall upon registration apply to the Bureau for a permit. This application is done by filling in FORM D (Application for permit).

    An organization shall apply to the Bureau for the renewal of a permit within 6 months before expiry of the permit. The application for renewal is done by filling in FORM H
    (Renewal of Permit) and be accompanied by:
    • A photocopy of the previous NGO permit.
    • A letter addressed to the Executive director of the NGO Bureau requesting for renewal of your organizational permit clearly specifying the desired number of years.
    • Audited financial statements of the previous year.
    • Minutes of the last meeting approving the renewal of the organizational permit.

    • A certified copy of the certificate of incorporation if the organization is newly incorporated and a photocopy for those organisations incorporated at the time of registration.
    • Proof of payment of the prescribed fees... i.e. 520,000 Uganda shillings for certificate of registration.( if certificate was not given at the time of registration). 400,000 Uganda
    shillings per year for NGO permit (The minimum number of years to pay for is ONE and maximum is FIVE)
    5) An international NGO
    An international NGO refers to an organization that is incorporated OUTSIDE AFRICA and is seeking to open up a branch in Uganda.
    a) How to register a new International NGO (First time registration)
    Application for the registration of a continental NGO is done by filling in FORM N (Application for registration of organization incorporated outside Uganda). The application will be
    accompanied by: -
    • A certified copy of a certificate of incorporation from the country of origin.
    • A letter addressed to the Executive director of the NGO Bureau requesting for registration of your NGO clearly stating your objectives, desired area of operation, contact and
    physical address and all information that is deemed useful by the NGO Bureau.
    • A copy of the organization’s certified constitution or memorandum of association or governing documents.
    • Work plan and budget: - These should match the number of years being requested for on the NGO permit.
    • A certified copy of the resolution authorizing registration in Uganda
    • A certificate of good conduct of the signatories to the resolution or at least two board members of the organization.
    • Curriculum vitae of at least two board members of the organization.
    • An organizational chart or structure of the organization: - This should match with all other governing documents of the organization.
    • Proof of payment of the prescribed fees... i.e. 800,000 Uganda shillings for certificate of registration. 400,000 Uganda shillings per year for NGO permit (The minimum number
    of years to pay for is ONE and maximum is FIVE)
    • Copies of valid identification document and passport sized photographs for at least two board members.
    • A copy of minutes and resolutions of the members authorizing the organization to register with the Bureau.
    • A recommendation from:-
    1. District Non- Governmental Organizations Monitoring Committee (LCI, LCII, LCIII and RDC) where the headquarters are located.

    2. The responsible ministry or ministries or a government department or agency.

    3. The ministry of foreign affairs in Uganda

    4. Their government or missions accredited to Uganda.
